The High Court in Accra has granted bail in the sum of GH¢800 million to the former Director-General of the National Service Authority (NSA), Mr Osei Assibey Antwi, who is facing charges of causing financial loss to the state, stealing, and money laundering.
Mr Assibey Antwi pleaded not guilty when he appeared before the court, presided over by Justice Kizita Naa Koowa Quarahie.
As part of the bail conditions, he is to produce six sureties who must deposit copies of their identification cards with the court registry. He is also required to report to the National Investigations Bureau (NIB) on the first and third Wednesday of every month and surrender all his passports to the registry of the court.
The case has been adjourned to December 1, 2025, for a Case Management Conference.
According to the prosecution, led by the Deputy Attorney-General, Dr Justice Srem-Sai, the accused, in his capacity as principal spending officer and authorised signatory to the NSA’s financial accounts, sanctioned payments to non-existent personnel between August 2021 and February 2025, causing substantial financial loss to the state.
The individual counts, the prosecution mentioned, relate to unlawful transactions ranging from GH¢516,000 to GH¢55 million.
Counsel for the accused, Mr Osei Owusu, argued that his client has been subjected to unfair public condemnation and maintained his innocence. He said Mr Assibey has cooperated fully with investigators, poses no flight risk, and has a longstanding record of public service.
Dr Srem-Sai did not oppose the bail application but urged the court to consider the gravity of the offences and the magnitude of the sums involved, noting recent actions by the accused raised concerns about his availability for trial.
