Road construction and its associated human and environmental problems

The global expansion of transportation infrastructure has accelerated significantly over the past few decades. Among the various modes of transportation, road transport remains the most accessible and widely used because it connects people directly to homes, businesses, markets, schools, and workplaces. Unlike air, railway, or water transport, roads provide door-to-door accessibility, making them indispensable to national development and economic growth.

Roads play a vital role in the socio-economic transformation of every nation. This importance was captured by former American President John F. Kennedy, 35th President of the United States who stated that, “American roads are not good because America is rich; America is rich because American roads are good.” This statement emphasizes the direct relationship between quality road infrastructure and national prosperity.

Good roads facilitate the transportation of goods and services, improve trade, reduce travel time, and promote economic integration between rural and urban communities. In agricultural economies such as Ghana, roads are especially important for transporting food crops from farming communities to major market centres. Poor roads often lead to delays, spoilage of perishable produce such as tomatoes and garden eggs, and the deterioration of fruits and vegetables before they reach consumers.

Currently in Ghana, several major roads are under construction, including the roads linking Greater Accra, Ghana to areas such as Kasoa-Winneba Junction, Adentan-Dodowa, Amasaman-Suhum, and Afienya-Kpong. While these projects are necessary for national development, they also create numerous human and environmental challenges for communities living and working around construction zones.

Human and environmental problems associated with road construction

1. Noise and air pollution

Road construction activities generate excessive noise through the use of heavy-duty machinery, trucks, bulldozers, graders, and compactors. The constant movement and operation of these machines create loud sounds and vibrations that disturb residents, schools, hospitals, and businesses located near construction zones. In many cases, people lose sleep and experience discomfort due to continuous daytime and nighttime noise.

Air pollution is another major environmental concern. Dust from sand, gravel, excavated soil, quarry materials, and vehicle exhaust emissions contaminates the atmosphere around construction areas. The continuous release of suspended particles into the air degrades air quality and affects both humans and the ecosystem. Research has shown that increased atmospheric pollution is a common environmental consequence of road construction activities.

2. Health problems

Poor air quality resulting from road construction poses serious health risks to nearby communities. Dust particles, smoke, and emissions from heavy equipment can inflame the respiratory system and worsen conditions such as asthma, bronchitis, and chronic obstructive pulmonary disease (COPD).

Fine dust particles may also settle on vegetation and water bodies, thereby affecting food safety and water quality. Prolonged exposure to polluted air can reduce lung function, irritate the eyes and throat, and contribute to long-term respiratory complications, particularly among children, the elderly, and individuals with existing health conditions.

 

3.  Frequent vehicle breakdowns and motor vehicle accidents

Road construction often leaves roads rough, untarred, uneven, and filled with potholes and loose gravel. Such conditions increase the likelihood of vehicle damage and breakdowns. Drivers are frequently forced to maneuver through narrow lanes, temporary diversions, and unsafe shoulders to avoid construction obstacles. Nails, sharp stones, and metallic objects left on roads can cause tyre punctures and damage vehicle components. These challenges lead to increased maintenance costs and heavy traffic congestion due to stranded vehicles.

Construction zones significantly increase the risk of road accidents. Uneven road surfaces, lane diversions, temporary barriers, and poor visibility can cause drivers to lose control of their vehicles.

Inadequate signage, delayed warning systems, and unclear traffic directions often confuse motorists. Some drivers fail to adjust to reduced speed limits, while others brake abruptly after encountering unexpected changes on the road. The presence of construction equipment and blocked sightlines further contributes to collisions, including rear-end and side-impact accidents.

4. Psychological and emotional stress on pedestrians

Road construction disrupts daily routines and creates emotional stress for both drivers and pedestrians. Long traffic delays, restricted movement, excessive noise, dust, and safety concerns contribute to frustration, anxiety, anger, and mental fatigue.

Residents living near construction zones often experience discomfort and uncertainty due to prolonged disruptions. Although people may appreciate the long-term benefits of improved roads, the short-term inconveniences can negatively affect emotional well-being and overall quality of life.

6. Dusty roads and environmental degradation

Dust pollution is one of the most visible environmental effects of road construction. Excavation, land clearing, and the movement of heavy trucks release large quantities of soil particles into the atmosphere.

Dust settles on houses, shops, trees, vehicles, and public structures, giving surrounding communities an unpleasant appearance. During dry and windy conditions, airborne dust becomes even more severe because the lack of moisture allows particles to spread easily.

Construction activities such as crushing asphalt, mixing concrete, and transporting sand and gravel contribute enormously to suspended particulate matter in the environment. Without proper dust suppression measures, construction sites can release several kilograms of dust into the atmosphere daily.

7. Poor visibility and closure of shops and businesses

Dust clouds, muddy splashes, and debris generated during road construction reduce visibility for motorists and pedestrians. Poor visibility can impair drivers’ judgment, especially at night or during windy weather conditions. Temporary lane diversions, cones, and barriers may also obstruct normal sightlines, increasing the likelihood of accidents and traffic confusion.

Businesses located along construction corridors often suffer severe economic losses. Dust, road blockages, traffic congestion, and reduced customer access discourage people from patronizing shops and stores in affected areas.

Solutions and recommendations

To minimise the negative impacts of road construction, several practical measures should be implemented by government agencies, contractors, and stakeholders.

Protecting public health by controlling noise and air pollution

Noise barriers should be installed around construction zones to absorb and reduce sound levels. Modern construction equipment fitted with silencers and vibration dampeners should be used to minimize disturbances. Noisy activities should be restricted to daytime hours.

To reduce air pollution, contractors should deploy modern low-emission machinery and regularly maintain equipment. Trees and shrubs can also be planted around construction sites to absorb pollutants and improve air quality.

Residents living near construction areas should be provided with personal protective equipment such as nose masks to reduce inhalation of harmful dust particles. Public education campaigns should also be organized to inform communities about potential health risks and safety precautions.

Reducing vehicle breakdowns and accidents to manage pedestrian stress and safety

Drivers should be educated on safe driving practices within construction zones. Speed limits must be clearly displayed and strictly enforced. Construction companies should remove nails, debris, and sharp objects from active road lanes to reduce tyre punctures and vehicle damage.

Temporary traffic signs, reflective markers, and floodlights should be installed to improve visibility, especially at night. Traffic officers or trained personnel should be deployed to direct vehicles safely through construction areas.

Clearly marked pedestrian walkways should be created to separate foot traffic from construction activities. Contractors should provide regular updates through signboards, public announcements, and billboards to keep residents informed about project progress and expected completion dates. Effective communication can help reduce frustration and reassure the public that the inconveniences are temporary.

Controlling dust and supporting local businesses

Water should be sprayed regularly on untarred roads and exposed surfaces to suppress dust particles. This remains one of the most affordable and effective dust control methods. Construction materials such as sand and cement should be covered with tarpaulins to prevent wind-blown dust. Enforcing low speed limits within construction zones can also reduce the amount of dust stirred up by moving vehicles.

Conclusion

Road construction remains an essential component of national development and economic transformation. Good road networks enhance transportation, improve trade, facilitate agricultural activities, and promote connectivity between communities. However, despite these long-term benefits, road construction activities also create serious human, economic, and environmental challenges.

Noise pollution, dust generation, poor air quality, health complications, vehicle breakdowns, accidents, emotional stress, and business disruptions are among the many problems experienced by people living and working near construction zones. If these issues are not properly managed, they can negatively affect public health, safety, livelihoods, and environmental sustainability.

It is therefore important for governments, contractors, environmental agencies, and communities to work together to implement effective mitigation measures during road construction projects. Through proper planning, public education, dust suppression, traffic management, environmental protection, and community engagement, the negative impacts of road construction can be significantly reduced while still achieving the broader goals of infrastructure development and national progress.
