
THE Speaker of Parliament, Mr Alban Kingsford Sumana Bagbin, yesterday launched a five-year Corporate Strategic Plan (CSP) for the Legislature.
The plan whose implementation is scheduled between 2026 and 2030 is aimed at strengthening legislative effectiveness, enhancing executive oversight and improving public service delivery. It aligns parliamentary processes with national development priorities and international frameworks to boost public trust in democratic institutions.
Delivering the keynote address, Mr Bagbin underscored the need for citizens to appreciate the work of Parliament, noting its contribution to democratic governance globally through participation in international anti-corruption bodies.
He bemoaned Ghana’s score of 43 per cent in the latest Corruption Perception Index (CPI) released by Transparency International (TI), describing it as a major cause for concern.
Mr Bagbin highlighted achievements under the previous strategic plan, including the adoption of a new organisational structure for Parliament, and said the new plan would build on those gains. According to him, successful implementation of earlier strategic plans improved facilities and welfare for Members of Parliament (MPs), enhanced staff conditions of service and working environment, and strengthened Parliament’s operational efficiency.
“This strategic plan is not your usual normal administrative document that adores our office cabinet to refer to as once in a blue moon. It is a public statement of purpose. It reflects our shared commitment to strengthen parliamentary democracy, good governance, including openness, transparency and accountability, and building greater trust between Parliament and the people of Ghana,” Mr Bagbin said.
He stated that with the right ecosystem and support, Parliament would effectively deliver on its mandate, and therefore called on stakeholders to provide the necessary backing to the legislative arm of government.
Mr Bagbin added that the required human and institutional systems would be deployed and strengthened to ensure effective implementation of the plan. This includes reinforcing the performance management department to oversee execution and provide quarterly reports through the Clerk and management to the Parliamentary Service Board.
The Chairperson of the Strategic Plan Steering Committee and First Deputy Speaker, Mr Bernard Ahiafor, said the new plan marks a shift from a traditional goal-based approach, often abstract, to a measurable programme-based framework.
He outlined the key programmes as the legislative management programme; parliamentary oversight and accountability programme; parliamentary representation programme; parliamentary diplomacy and development partnership programme; and the parliamentary support services programme.
In his welcome address, the Clerk to Parliament, Mr Ebenezer Ahumah Djietror, said the strategic plan reaffirmed Parliament’s commitment to good governance, transparency, inclusivity and service excellence.
The event was attended by the Majority Leader, Mr Mahama Ayariga; the Deputy Minority Leader, Mrs Patricia Appiagyei; the Executive Director of Transparency International Ghana, Mrs Mary Addah; and the Head of the Political, Security and Governance Team at the Foreign, Commonwealth and Development Office (FCDO), Mr Hooman Nouruzi, all of whom pledged their support for the plan.
