Tourism Ministry builds capacity of agency heads
THE Ministry of Tourism, Culture and Creative Arts (MoTCCA) has convened a capacity-building training programme for heads of agencies to strengthen leadership alignment, coordination and service delivery within the sector.
The programme, which brought together chief executives and senior management staff from key institutions, forms part of ongoing efforts to align agency operations with national development priorities and position the sector as an attractive destination for investment.
Opening the session in Accra on Thursday, the Minister for Tourism, Culture and Creative Arts, Ms Abla Dzifa Gomashie, underscored the need for responsive and strategic leadership in a rapidly evolving tourism and creative economy, noting that effective governance was critical to unlocking the sector’s full potential.
She explained that government’s role was to serve as a strategic compass for public institutions by providing policy direction, promoting sound public governance and upholding accountability, while deliberately avoiding undue interference in the day-to-day management of agencies.
The Minister emphasised that heads of agencies were expected to support management by setting clear strategic priorities, approving corporate plans and budgets, overseeing performance and safeguarding public resources in line with established laws and national development goals.
“A strong and well-defined relationship between boards and management is essential for institutional stability, operational efficiency and the achievement of sector objectives,” she said.
She added that many challenges in public administration arose when roles were blurred, mandates overlapped or strategic goals were unclear.
Ms Gomashie also highlighted the importance of collaboration among allied agencies, stressing that institutions such as the National Commission on Culture played a critical role in preserving Ghana’s cultural heritage and driving creative development.
In a presentation, the Deputy Presidential Spokesperson, Ms Shamima Muslim, said the training was also intended to empower agency heads to work more effectively and position their institutions to attract private sector investment into the industry.
She noted that strong leadership, clear governance structures and coordinated planning were critical to building investor confidence in Ghana’s tourism and creative arts sector.
According to her, equipping agency heads with the right skills and a shared understanding of policy frameworks would enhance professionalism across the sector and create an enabling environment for partnerships that support growth, innovation and job creation.
The Chief Director of the Ministry, Mr Joseph K. Amoah, highlighted the unique challenges of public sector work and the need for leaders to deploy experience, skills and resources effectively to justify public investment.
He thanked participants for their commitment and reaffirmed the Ministry’s dedication to continuous capacity building and effective public sector management.
