EOCO arrests Dennis Miracles Aboagye, over GH¢55M IMCCoD probe

Economic and Organised Crime Office, EOCO, has arrested former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralization (IMCCoD), Mr. Dennis Edward Aboagye, popularly known as “Miracles”, over an ongoing probe into alleged financial irregularities at the Secretariat.

According to EOCO, Mr. Aboagye was picked up at the Kotoka International Airport on Sunday morning after the Ghana Immigration Service executed a Stop Order placed on him a week earlier.

He is being investigated together with former IMCCoD Accountant, Mr. Gerald Appiah, and others for suspected misappropriation, misapplication, diversion and theft of public funds amounting to about GH¢55 million.

The investigation began last year following a forensic audit of IMCCoD covering the period August 1, 2022 to 2nd February 2025, and a petition from the current Executive Secretary requesting further investigations.

EOCO says the suspects are being probed for, conspiracy to steal and stealing, using public office for profit, causing financial loss to the State, dissipation of public funds, defrauding by false pretences, money laundering
and other related offences.

EOCO noted that Mr. Gerald Appiah has “voluntarily begun refunding funds connected to the crimes under investigation.” However, the Office clarified that the refunds do not conclude the investigation or absolve any suspect.

Following new findings last week linking Mr. Aboagye to suspected fraud and theft, EOCO initiated an operational plan for his arrest. Though he had already traveled out of the country, he was arrested on arrival Saturday night and handed over to EOCO on Sunday.

He later assisted investigators in a search exercise on Sunday, which is expected to continue today.

EOCO has confirmed that Mr. Aboagye will be granted bail in accordance with the Constitution. Mr. Appiah is also expected to complete his bail conditions today and will be released as investigations continue.

“EOCO remains committed to conducting its investigations professionally, impartially and strictly within the law,” the Office stated, adding that it will continue to respect the rights of all persons under investigation while working to recover public assets.
