CTVET engages stakeholders on reliable data for TVET delivery

A two-day stakeholder engagement geared towards the use of reliable data to inform policy within the county’s Technical and Vocational Education and Training sector (TVET) opened in Accra yesterday.

The event organised by the Commission for Technical Vocational Education and Training (CTVET) was under the theme “Strengthening Ghana’s TVET System through Evidence-Based Data Monitoring” and centered on improving data practices to support decision-making and drive reforms within the sector.

Addressing the gathering in Accra, the Director for Policy Planning, Projects, Research, Monitoring and Evaluation at CTVET, Mr Samuel Thompson, stressed that while the sector had made progress in gathering and analysing data, challenges remained in accessing timely and reliable information, which continued to impede effective policy formulation and implementation

“Data drives everything decision-making, policy formulation, partnerships, and growth,” he stated, adding that “Without accurate data, meaningful reform cannot occur.”

Mr Thompson said CTVET was gathering data from both formal and informal sectors, spanning pre-tertiary and tertiary institutions as well as apprenticeship programmes.

A Senior Technical Advisor from Germany’s Federal Institute for Vocational Education and Training, Ms Julia Olsen, highlighted the importance of the Ghana-Germany partnership, established in 2019.

Drawing on Germany’s experience, she emphasised the role of robust data in policy development, saying “In Germany, we use data to inform policies, track enrolment, assess infrastructure and guide financial planning.”

The Programme Officer of Ghana Education Service (GES), Ms Mildred Ampadu-Nyarko, announced a Mobile School Report Card (MSRC) system to improve monitoring of basic education in the country.

She said the MSRC, a digital tool, which was piloted in 20 districts and now scaled to over 10,000 schools nationwide, allowed real-time tracking of attendance, teaching activities, and learning outcomes.
