President names 5 for new Fiscal Council

President John Dramani Mahama has nominated five individuals to serve on the Fiscal Council, established to strengthen financial oversight, promote fiscal prudence, and guide sound decision-making in the country’s public financial management.

The nominees are Dr Emmanuel Oteng Kumah—Chairperson, Professor Patrick Opoku Asuming of the University of Ghana Business School (UGBS), and Mr Leslie Dwight Mensah, representing a research think tank.

The others are Dr Henry Akpenamawu Kofi Wampah, a former Governor of the Bank of Ghana, and Mr J. Kweku Bedu-Addo, a former official of the Ministry of Finance.

Asuming is a development economist who holds a PhD from Columbia University. Dr Wampah served as Governor of the Bank of Ghana from 2013 to 2016, during President Mahama’s first term in office.

The nominations were announced in a statement issued by the Presidency and signed by the Minister of Government Communications and Spokesperson to the President, Mr Felix Kwakye Ofosu, and copied to The Ghanaian Times yesterday.

According to the statement, the nominations were made pursuant to Section 11D of the Public Financial Management (PFM) Act, 2016 (Act 921), as amended by the PFM (Amendment) Act, 2025 (Act 1136).

Dr Kumah is an international economic consultant and advisor with experience at the International Monetary Fund (IMF), and a former Board Chairman of Standard Chartered Bank Ghana.

The PFM (Amendment) Act, 2025 (Act 1136), establishes a five-member Fiscal Council to ensure fiscal discipline, monitor compliance with fiscal rules, and advise the government on fiscal management.

The statement expressed confidence that the nominees, when approved, would contribute their expertise to ensure the prudent and efficient management of public funds.

They are also expected to promote transparency, accountability, and sound economic decision-making.
